对地调项目预算管理平台建设工作的思考

On Platform Construction with Regard to Budget Management of Geological Survey Projects

随着预算管理制度改革深化,地调项目预算管理模式出现新变化,对地调项目预算管理信息化提出新的需求。文章系统梳理和总结地调项目预算管理平台建设特点和取得的成效,围绕着项目预算管理和预算定额体系建设两个领域,从加强预算管理数据库和预算管理系统拓展研发工作,实现预算定额标准、预算编制和预算管理有机融合,发挥地质调查项目预算管理数据库对概预算标准修订的数据支撑作用等三个方面探讨今后几年地质调查项目预算管理平台建设方向和重点。

The budget management pattern of geological survey projects has emerged a new change along with the deepening of the budget management system reform; and this change will set the new request tothe information of the budget management. On this basis, this paper has clarified and summarized the characteristics of platform construction with regard to budget management of geological survey projects, and the results that we have achieved in this regard. It has also discussed the improvement relating to project budget management and budget quota system. In doing so, we should devote major efforts to enhancing budget management database and the expansion of the research and development of budgetary control system; bringing about the organic integration of budget ration criterion, budgeting, and budget management; making full use of budget management database as an underpinning role in budgetary estimate standard revision.
