摘要
改革开放40年来,经过不懈努力,中国建成了世界最大的社会保障体系。在这一过程中,社会保障的历史方位也发生着转折性变化,从经济体制改革的配套工程演变为现代国家治理的基础制度。但是,中国社会保障体系虽大却不够强,还难以适应国家治理体系和治理能力现代化的要求。未来要努力提高社会保障质量,建议可从提高社会保障决策层次、推动社会保障制度尽快成熟定型、扩大社会保障制度的开放性和灵活性、加强社会保障公共服务体系建设方面着手,建立相对集中的社会保障管理体制。
China has established the world’s largest social security system since it launched its Reform and Openingup program 40 years ago. Over the course of the reform,the function of social security system has significantly transformed from a supporting project for economic reform to the institutional basis of modern national governance. Yet,China’s social security system is not strong enough to meet the demands of modernizing national governance system and ability. In the future,China needs to improve the quality of social security,for which more work needs to be done in terms of policy-making,institutionalization,openness,flexibility and centralization of management.
