摘要
"一人两票"是香港2012年政制改革方案的焦点问题,其内涵与本质只有在香港特定的政制背景下才能被诠释和理解。其有复数投票之名,却有保障平等投票权之实。该模式的设计在《基本法》法律框架内展开。"一人两票"模式在获得最大认受的基础上、对整体上提升香港政制的民主性具有重大意义,但该模式体现的仍是一种形式平等方案,追求更高层次的平等选举以及未来如何驾驭香港民主运作仍可继续讨论,但这种改良方案至少表明在民主后发国家或地区对民主实现机制建构是必要而且是可能的;同时改革需要民众的真正参与和认可。
"One person,two votes" was one of the focuses on 2012 political system reform in Hong Kong.Its meaning and essence only can be interpreted and understood in the context of the specific political system in Hong Kong.This express seems to that it means a type of plural voting, whereas it definitively guarantees equal suffrage.This model was constructed within the legal framework of the "the Basic Law".In theory,if "one person,two votes" can be generally recognized and accepted,it will promote the overall democracy in Hong Kong.However,the model is still confined within an equal vote in form,the pursuit of substantial equality of elections and how to manage the operation of democracy in Hong Kong should continue to discuss in the future.Anyhow,it at least shows that the construction of democratic mechanisms is necessary and possible in post-developing countries or region,as well as an effective reform requires real public recognition and participation.
