木材安全既关乎生态安全,又关乎国家资源安全和经济安全。当前,我国木材资源"总量不足、南增北减,结构失衡、进口受限",安全形势十分严峻。增强我国木材安全保障能力,解决木材供给矛盾,最根本的措施就是要立足国内,实施符合中国国情的国家木材安全战略。加强国家储备林建设,实施国家储备林制度,努力探索"生产能力高效、经营规模适度、储备调节有序、生态环境良好"的木材安全道路,经过近几年的试点示范和基层创新实践,国家储备林建设取得积极成效。在全面深化林业改革的攻坚期,作为"十三五"林业重大工程之一,国家储备林建设重点要建立健全制度体系,创新体制机制,全力打造森林质量精准提升工程,走结构调整、质量高效的集约发展之路。

Timber safety relates to the ecological security,as well as the national resources security and economic security.China's timber resources currently feature inadequate supply and structural imbalance.And the timber import faces restriction.The situation is under a tough time.In order to enhance the support capability of Chinas timber security and to solve the contradiction between supply and demand,the fundamental measure is to implement the National Timber Security Strategy in line with Chinas national conditions.We should strengthen the construction of national forest reserves,and implement the national forest reserves system.We should also strive to explore the path to achieve the timber security with such characteristics as ' high production efficiency,moderate operation scale,organized reserve regulation and fine ecological environment'.After several years of pilot demonstration and creative practice in the grassroots level,the construction of national forest reserves has already achieved positive results.The construction of national forest reserves is regarded as one of the major forestry projects during the ' 13 th five- year Plan'.In the crucial stage of deepening the comprehensive forestry reform,the main points of the project are to establish and perfect the regulating system,to innovate the operating mechanism,and to make the national forest reserves a forest quality precision upgrade project through structure adjustment and intensive development with high quality.
