在生态文明框架下对长白山生物多样性保护的思考

Thoughts on the Protection of Changbai Mountain's Biological Diversity under the Ecological Civilization Framework

生物多样性是人类赖以生存和发展的条件,保护生物多样性是生态文明建设的重要内容长白山是全球生物多样性的热点地区之一,是中国东北的生态屏障,列入国家重点生态功能区目录应是必然。多年来,由于体制、机制等多方面原因,导致长白山生物多样性保护工作始终存在问题,长白山的物种和生态环境都在不断弱化。针对存在的问题,建议采取尽快出台重点生态功能区目录、地方政府把工作重心从以经济建设为主转移到以生态建设为主上来、把修改完善法律同落实群众的生态补偿结合起来等一系列措施,推进生物多样性保护和绿色经济向纵深发展。

Biodiversity is an important condition for human survival and development.Maintaining biodiversity is a vital part of the construction of ecological civilization.Changbai Mountain is one of the global biodiversity hot spots,and the ecological barrier in the northeast of China.Changbai Mountain will be included in the national key ecological function zones.Over the years,many institutional and mechanisms reasons initiated a few problems in the protection of Changbai Mountain's biological diversity.Changbai Mountain's species and the ecological environment are constantly weakening.Local governments should publish a list of key ecological function areas as soon as possible and its focus of work should shift from economic construction to ecological construction and the government should combine the laws amendment and the implementation of the masses' ecological compensation.Only through these ways can we promote the protection of biological diversity and green economy to develop in depth.
