经济新常态下建立现代农业园区是大力发展农业经济,提高农民收入的有效途径。农业园区要坚持生态效益和经济效益优先发展,兼顾社会效益的基本原则,按照"政府主导、企业主体、群众参与、共同致富"的基本思路,建成集生态高效、特色农产品加工、旅游休闲体验于一体的现代农业发展体验区。全国各地要结合当地实际,设立农业园区管委会,加强入园管理、土地管理,制定税费优惠政策,搞好资金扶持,加强环境保护管理、劳动保障管理、安全生产管理。

Building modern agricultural park is an effective way to develop the agricultural economy and increase farmers' income in 'new normal' economy.Agricultural park should adhere to the priority development of ecological benefits and economic benefits,the basic principles of social benefits,in accordance with the basic ideas of 'government leading,enterprise dominant,the masses participation,common prosperity',building the modern agricultural development zone with ecological efficiency,distinctive agricultural products processing,in the integration of tourism and leisure experience.All parts of the country should combine with the local actual,setting up agricultural park management committee,strengthen park and land management,making the tax preferential policy,improving capital support,strengthen environmental protection management,labor and social security management and safe production management.
