摘要
"十二五"期间,内蒙古、吉林、黑龙江三省(自治区)的各级林业培训部门认真贯彻落实中央、省委"十二五"教育培训规划,按照大规模培训干部工作要求,从现代林业建设的实际出发,不断加大教育培训力度,积极探索教育培训工作新思路、新模式、新方法,取得了一定成效,但也存在人才总量不足、新兴领域人才短缺、基层人才流失严重、科技领军人才缺乏、人才招录机制不够科学、教育培训经费不足等问题。建议加强领导,进一步完善林业人才工作格局;创新机制,进一步完善林业人才政策保障;高位推动,进一步健全林业人才培养体系;完善政策,进一步加大林业人才经费投入。
During the 'Twelfth Five-year Plan' period,forestry training departments at all levels of Inner Mongolia,Jilin,Heilongjiang provinces(regions) conscientiously implement the central and provincial 12 th five-year planning of Forestry Education and Training,in accordance with the requirements of large-scale training of cadres and to promote modern forestry construction,through increasing education and training efforts,exploring new ideas,new models,new ways of education and training actively,they have made certain achievement,but there are also shortage of talents' quantity and emerging field of talent,serious draining of grassroots brain,lack of leading scientists,recruiting mechanism is not scientific,inadequate funding for education and training and other issues.We proposed to strengthen the leadership;to further improve the work pattern of forestry personnel;to innovative mechanism and further improve the forestry personnel policy guarantee;to pay high attention to improve forestry personnel training system;to improve policy and further increase funding for forestry personnel.
