摘要
我国各行业警种并不缺乏对"垂直管理"制度的具体实践,但由于对这一管理制度的理论研究不足,往往容易过分夸大它的长处。通过对海南森警实施"垂直管理"制度的调查,得出"垂直管理"虽有解决经费渠道不畅、在职民警训练规模不经济等重大难题的显性优势,但也存在影响行业之间沟通、挤压行业警察与地方公安配合空间等潜在隐患。如果不能充分认识、把握利弊、提前谋划,则有可能产生降低行业警种生存价值等方面的深层危机。
The various police industries don' t lack of the practice of the vertical management system in China,but often exaggerated its strengths due to the lack of theoretical research on the management system.it is concluded that,investigating the vertical management system of Hainan Senjing,although the vertical management have the dominant advantages of solving funding channels slug and in- service police training scale diseconomy,there are also affecting the industry communication,and extrusion industry police and local public security with the potential risks for the space.Without fully understanding,weigh the pros and cons,and advance planning,it may cause the deep crisis in the decrease of the industry police survival value.
