摘要
"十二五"期间,辽宁省新宾、彰武两县林业主管部门重视乡(镇)林业工作站队伍能力建设,取得了较好成绩。同时,也出现了一些亟待解决的困难和问题。建议积极稳妥推进乡(镇)林业工作站标准化建设,提高基础保障能力;创新基层林业服务模式,提高林业工作站发展能力和基层林业管理人员的沟通和组织能力;加强林业工作站队伍建设,提高工作人员专业技术能力、科学技术推广能力、政策宣传能力以及服务林农能力;继续深化基层林业管理体制改革,提高基层林业行政管理能力。
During the'Twelfth Five-year Plan'period,the competent forestry authorities of Xinbin and Zhangwu payed attention to the team capacity of the township forestry station and achieved a lot. However,there are some difficulties and problems to be solved. It is suggested to actively and steadily push forward the standard ization construction of the township forestry work station for improving the basic support ability;to innovate the forestry service mode;improving the development ability of the forestry station and the communication and organ ization ability of the basic level forestry management staff;to strengthen construction of Forestry workstation team,and improving staff professional and technical ability,scientific technology promotion ability,policy advo cacy capacity and service foresters ability;to continue deepen the reform of the basic level of forestry manage ment system,and improving the ability of forestry administration.
