大力推进生态文明建设 践行现代林业新模式——中共国家林业局党校第49期党员干部进修班赴福建省考察调研报告

Promoting the Ecological Civilization Construction Practicing the New Modern Forestry Mode——The investigation report of Fujian province by the forty-ninth party member cadres training class of the communist party of State Forestry Administration

"十二五"以来,福建全省上下围绕"生态省"和"森林福建"建设目标,持续推进现代林业先行区建设,不断加大森林、湿地等自然资源保护力度,大力实施重点生态工程,努力推进林业改革和产业发展,不断强化资源保护与合理利用,林业地位突出、建设成效显著。福建省以率先推进生态文明领域治理体系和治理能力现代化为目标,以进一步改善生态环境质量、增强人民群众获得感为导向,在推进生态文明建设、践行现代林业新模式方面先试先行,其坚持生态优先推进绿色发展,尊重林农意愿深化林业改革等一系列做法值得借鉴。在经济发展新常态下,建议福建林业:编制空间规划破解保护与利用的矛盾,完善集体林权制度改革配套措施,着力提高林业发展质量和效益,继续增强林业支撑保障能力。

Since the '12th Five-Year',around the 'ecological province'and 'forest Fujian'construction goals,all of the Fujian province people have promoted the leading area construction of modern forestry continuously,increased the protection of natural resources such as forests and wetlands,carried out important ecological projects vigorously,made great efforts to carry forward the forestry reform and industry development,strengthened the protection and rational utilization of natural resources. Therefore,the forestry industry has gotten prominent status and significant achievements. Aiming at advancing modernization in governance system and governance capability in ecological civilization,falling through improving the quality of the ecological environment and enhancing people's obtaining sense,Fujian province carries out the ecological civilization construction and practices new modern forestry mode in advance. They draw lessons in the experiences of adhering to promote green development with ecological priority and deepening forestry reform with respecting farmers' wishes. In the status of new normal economic development,some suggests are made for Fujian province: to develop spatial planning to solve the contradiction between protection and utilization,to perfect the supporting measures of the collective forest right system reform,to focus on improving quality and benefit of forestry development,to enhance the ability of forestry supporting and guaranteed continuously.
