Study on Rehabilitating Degraded Forests for “Three-North” Program

1978年启动实施的三北工程,有效改善了三北地区的生态环境。但是,随着工程建设的持续推进,出现了防护林退化的问题。这需要我们遵循自然、经济和社会发展规律,运用马克思主义生态观辩证分析问题存在的原因,研究探索解决问题的办法。要充分认识三北工程退化林分修复的必要性,树立科学修复理念,加强试点修复工作指导。要坚持以增加森林资源、提高防护功能、服务社会和保护林地为目的,以优化结构、提质增效为重点,以管理机制创新、强化科技支撑为动力,科学稳妥有序地开展试点探索,为推进三北工程退化林分修复工作的全面实施打好基础。

Eco-environment in the'Three-North'regions has been greatly improved,since the'Three-North'Program in the year of 1978. However,with the continuous progress of engineering construction,the problem of forest degradation has appeared. This requires us to follow the laws of natural,economic and social development,use Marxism's ecological view to analyze the causes of the problems. We should fully understand necessity of rehabilitating degraded forests,set up the concept of scientific rehabilitation,and strengthen the guidance of the pilot repair work. We should adhere to our goals of increasing forest resources,upgrading protec tion function,servicing society and protecting forest lands,focus on optimizing forest structure and increasing its quality and outputs,force as the management mechanism innovation and the scientific and technological support.With the help of strengthening support from science and technology,it lays a good foundation for the overall im plementation of the restoration of degraded forests
