对当前林业贴息贷款工作的认识与思考

Understanding and Thinking on Status of Subsidized Loans in Forestry Field

党的十八大以来,林业贴息贷款工作取得了较大发展,为推动林业改革发展做出了积极贡献。但当前贴息需求超快速增长,管理制度和工作机制尚不完善,林业融资难、融资贵,对基层政策把握不准确、不到位,林业贴息贷款监管困难等问题依然存在。建议通过加强宏观管理、制度建设、银林合作、宣传培训,抓好试点示范等途径进一步完善林业贴息贷款工作,使其科学、高效运转。

Since the 18th National Congress of the Communist Party of China(CPC),the subsidized loan has made great progress and positive contributions to the reform and development of forestry. But there are still a lot of problems need to be solved,for example,the ultra-rapid growth in demand,the management system and working mechanism are far to be perfect,the forestry financing is still hard and costly,the interpretation and use of related policies in local area sometimes are inaccurate,the supervision is hard to be done sufficiently and timely. So we propose to further improve the forestry subsidized loan work by strengthen the macro management,system construction,cooperation between forestry agencies and banks,trainings on public awareness raising and pilot demonstrations and so on to guarantee the work of subsidized loan more scientific and high efficient.
