谈生态文明体制下生态安全屏障体系构建——沿海防护林建设主要技术经济指标研究

The Construction of Ecological Security Barrier System under Ecological Civilization System——Study on the Main Technical and Economic Indicators of Coastal Protection Forest Construction

生态文明是人类为保护和建设美好生态环境而取得的物质成果、精神成果和制度成果的总和,核心是实现人与自然和谐发展。十九大报告指出,要加大生态系统保护力度,实施重要生态系统保护和修复重大工程,优化生态安全屏障体系。沿海防护林是沿海地区人民赖以生存和社会经济发展的"生命林"和"保安林",是我国东部沿海地区重要的生态屏障,建设好沿海防护林既是落实现代林业发展的要求,更是践行马克思主义生态文明观的具体体现。本文对沿海防护林基干林带和纵深防护林的主要技术经济指标进行了初步研究,目的在于为国家和地方政府制定工程的投资结构、资金筹措方案等提供决策依据,为工程实施单位分解投资、控制成本奠定基础,为主管部门审查工程初步设计、监督检查工程建设及核查竣工验收等方面提供相应标准。

Ecological civilization is the sum of material achievements,spiritual achievements and system achievements made by mankind to protect and build a beautiful ecological environment,the core of which is to achieve harmonious development between man and nature. The reports of the 19 th National Congress of the Communist Party of China points that we should strengthen the protection of the ecosystem,implement important ecological systems to protect and repair major projects,and optimize the ecological security barrier system. Coastal protection forest is the " life forest" and " security guard Lin" that the people in coastal areas depend on for survival and social and economic development,which is an important ecological barrier on the east coast of China,and the construction of coastal shelterbelt is not only the requirement of the development of modern forestry,but also the embodiment of the view of ecological civilization of Marxism. In this paper,the depth of the coastal shelter forest backbone forest belt and the main technical and economic indexes shelter forest are studied,the aim of which is to establish project for national and local governments providing decision-making such as investment structure,financing scheme,investment,cost control for the project implementation unit decomposition basis,preliminary design,providing the corresponding standards for competent department of project supervision and inspection of project construction and verification of completion inspection and acceptance etc.
