Research on the Examination and Approval Policy of Forestland from the Ecological Civilization Perspective

林地管理是森林资源管理的重要组成部分,加强林地保护管理是林业部门的首要职能,林地管理的核心制度是建设项目使用林地审核审批制度。为了适应改革发展新形势、新任务,国家林业局先后对林地审核审批管理办法和规范进行了修改和完善,把简政放权作为持续的改革行动,林地审核审批从重数量向提高质量转变,审批材料得以简化,审批环节化繁为简,事后监管与服务工作愈来愈受到重视,监督制约机制得以完善,政府管理工作的科学化、规范化水平被提升到了新的高度。

Forestland management is an important part of forest resources management,strengthening forestland protection management is the primary function of forestry department,the core system of forest management is to build an examination and approval system for the forest of project use. In order to adapt to the new situation and tasks of the reform and development,State Forestry Administration has modified and improved the examination and approval management approach of forestland,making streamline administration and delegate power as a continuous reform action. Examination and approval of forestland has changed from focusing on quantity to quality improving,the approving files has been simplified,the approval steps have been briefed,post-supervision and service works have attracted great attention,the supervision and control system has been improved,and the scientific and standardization level of government management works has been lifted to a new height.
