当前农村精准扶贫工作的实践困境与对策分析——以秦巴山片区S市农村扶贫调研成果为中心

秦巴山片区作为我国划定的14个集中连片特困地区之一,是当前我国农村精准扶贫工作的主战场。对秦巴山片区农村精准扶贫工作开展深入调研,不仅有助于解决农村扶贫工作中存在的深层次问题和结构性弊端,对于今后构建全国扶贫大格局也有一定的积极意义。S市是秦巴山片区特殊困难地区,五年来开展精准扶贫工作,既面临许多客观难题,也存在着主观误区和实践偏差。深入推进精准扶贫要坚持扶贫与扶心相结合,做好精神扶助工作;激发扶贫干部的创业热情;扶贫搬迁要因地制宜;产业扶贫要统筹协调、调整结构。

As one of China's 14 contiguous poor areas,Qin Bashan area is the main battlefield of the current China's rural poverty alleviation work accurately. Researching on Qin Bashan rural poverty alleviation precise,not only helps to solve the deep-seated problems existing in rural poverty alleviation and structural defects,but also has certain positive significance for the construction of the large pattern of poverty alleviation in the future. S is a special city in Qin Bashan Areas,it has been facing many objective problems since precise poverty alleviation,there are also subjective errors and deviation of practice over the past 5 years. To further promote precision poverty alleviation,we must combine poverty alleviation and helping heart,do mental support work,stimulate entrepreneurial enthusiasm of poor cadres,adjust poverty to local conditions,and coordinate poverty alleviation with industrial restructuring.
