对重庆市新一轮退耕还林工程建设的思考

新一轮退耕还林工程是我国推进生态文明建设的重要举措之一。目前,全国新一轮退耕还林工作稳步推进。面对重庆市耕地资源不足,工程选址难,退耕地块零星分散,欠缺管护且生长状况不良,工作经费不足,政策性投资标准低,基层专业技术人员缺乏等现实问题,建议根据重庆市的实际情况,现地摸底,合理确定退耕规模,对符合条件的退耕还林生态林要尽可能纳入国家生态效益补偿,适当提高补偿标准。同时,还应创新经营机制,推广林业科技,以促进全市新一轮退耕还林工作又好又快发展。

The new round of returning cultivated land to forest is one of the important measures to promote the construction of ecological civilization in China. At present,the new round of returning cultivated land to forest has been steadily advancing in China. Faced with the shortage of cultivated land resources in ChongQing,the difficulties in site selection,scattered dispersal of cultivated land,lack of management and protection,poor growth conditions,lack of work funds,low policy investment standards,lack of professional and technical personnel at the grassroots level,etc. it is suggested that the locals should know where to go and reasonably determine the scale of returning cultivated land according to the actual situation in Chongqing. Besides,eligible ecological forest for returning cultivated land to forest should be included in national ecological benefits compensation as much as possible,and the compensation standards should be appropriately increased. Meanwhile,it is also necessary to innovate management mechanisms and promote forestry science and technology so as to promote the sound and rapid development of the new round of returning cultivated land to forest in the whole city.
