关于我国濒危木材物种进口贸易管理的思考

Thoughts of Import Trade Management ofEndangered Timber Species in China

近年来,我国对珍贵硬木特别是红木类木材需求旺盛,而我国是一个木材资源稀缺的国家,通过进口来满足国内消费和加工业对木材日益增长的需求,已成为我国木材市场经济发展的重要选择。木材大量进口活动引起了国际社会的广泛关注,履行国际义务和维护产业健康发展的双重压力,使我们履行《濒危野生动植物种国际贸易公约》面临一系列的困难和挑战。建议采取完善进出口管理工作,加强与木材出口国CITES管理机构的联系,发挥部门间濒危物种履约执法工作协调机制等措施,应对存在的困难和挑战。

In recent years, China has a strong demand for precious hardwood, especially rosewood. As a country with scarce wood resources, importing to meet the growing demand of domestic consumption and processing industry has become an important choice for the development of China’s timber market economy. Wood import activities have aroused widespread concern of the international community. The double pressures of fulfilling international obligations and maintaining the healthy development of industry,those make us face a series of difficulties and challenges in fulfilling the Convention on International Trade in Endangered Species of Wild Fauna and Flora. Those are suggested to improve the management of import and export, strengthen contacts with CITES management agencies in timber exporting countries,play to the coordination mechanism of law enforcement of endangered species,so as to cope with the existing difficulties and challenges.
