“3S”技术在永久性基本农田划定中的应用——以虎林市为例

Application of “3S” Technology in Designation of Permanent Capital Farmland-A Case Study of Hulin County

基本农田对于维护国家的粮食安全意义重大,而长期以来没有得到应有的重视,大量基本农田被非法占用,划定永久性基本农田势在必行。本文基于"3S"技术,通过回顾基本农田保护的历史,以虎林市为例,阐述了永久性基本农田划定流程以及"3S"技术在划定工作中的应用,提出发现的问题并为基本农田的后续保护工作提供参考意见,使得基本农田真正得到永久性的保护。

Capital farmland makes a big difference to maintaining food security. Due to the lack of attention to it for a long time, phenomena of illegal occupation of capital farmland emerge in endlessly, which makes it imperative to delimit the permanent capital farmland. Based on the ' 3S' technology, this study takes Hulin County as an example, expounds the delimitation process of the permanent capital farmland as well as the application of ' 3S' technology in it through the review of the protection history of capital farmland. And besides, this study puts forward problems and provides some ideas for subsequent protection of the capital farmland, which aims to get the capital farmland protected permanently.
