解放战争初期,中共为争取绥远乃至内蒙古采取了与敌战斗、成立自治政府的策略,其中有主动,有被动。前期由于国共双方实力差距,加之中共作战战术不当,使中共的绥东解放区沦陷,但通过在恰当时机成立自治政府弥补了一些军事不利。不至于使中共在内蒙古、华北陷入更被动的局面。

In the early liberation war, the communist party of China, in order to win suiyuan and inner Mongolia,adopted the strategy of war, set up autonomous government, some were active and others were passive.
