摘要
在顶层设计方面,斯里兰卡职业教育扶贫的对象厘定与战略制定具有全纳视角,职业教育扶贫相关机构通过协同合作发挥作用,政府部门主导职业教育扶贫的经费配置与制度安排,彰显了职业教育的属性并诠释了职业教育扶贫的内涵。在实施框架方面,斯里兰卡职业教育扶贫强调项目监测与评价,重视项目调查与研究,彰显了职业教育的功能并诠释了职业教育扶贫的意义。斯里兰卡产业结构欠合理,导致产业吸纳就业人口的能力十分有限,现存就业人口亦处于弱势就业状态,因此职业教育扶贫的实施成效并不乐观。
As to the top-level design,the identification of objects and formulation of strategies of poverty alleviation of TVET in Sri Lanka are inclusive,the institutions of poverty alleviation of TVET work together through coordination and cooperation,and the government plays the key role in funds allocation and institutional arrangements,which demonstrate the attributes of TVET and illustrate the connotations of poverty alleviation of TVET.As to the implementation framework,Sri Lanka’s poverty alleviation of TVET puts emphasis on the monitoring and assessment of programs,and pays attention to the investigation and research of programs,which demonstrate the functions of TVET and illustrate the meanings of poverty alleviation of TVET.Sri Lanka’s industrial structure is not very reasonable,which leads to the limited abilities of industries to absorb employees,and the vulnerable employment of current employees.Therefore,the actual results of Sri Lanka’s poverty alleviation of TVET may not be satisfactory.
