公平诉求遭遇设施更新潮——美国公立学校设施建设新挑战

Educational Equity Encounters Renewal Boom: New Challenges Faced by the Construction of Public School Facilities in the United States

受第二次世界大战后婴儿潮的影响,20世纪50年代到60年代,美国修建了大量公立学校。目前,这些学校集中进入设施更新潮,学校设施问题凸显:许多校舍年久失修,室内环境污染威胁师生健康,学校设施质量差距较大,教育公平面临挑战。经费投入从根本上影响学校设施的建设能力,美国经济衰退后公立学校教育经费缩减,设施经费投入不足、不均衡是美国公立学校设施建设问题产生的重要原因。为保障学校设施的充分性与公平性,美国国会议员规划并提交了相关提案,提出了公立学校设施建设的改进建议。

Affected by the baby boom after World War II,the United States built a large number of public schools in 1950 s and 1960 s.These schools have entered the renewal boom of public school facilities,and the problems of school facilities have been highlighted:many public schools are in disrepair,the indoor environment is polluted that affects the health of teachers and students,and the quality gap of the facilities is wide.The important reasons for the problems of public school facilities in the United States are the reduction of educational funds and inadequate and imbalanced investment in school facilities,and they fundamentally affect the construction capacity of school facilities and continue the unfair phenomenon of school facilities.In order to guarantee the adequacy and equity of school facilities,members of the Congress planned and submitted relevant bills,and put forward suggestions on the construction of public school facilities.
