摘要
北京市养老机构的整体建设步伐落后于需求增长.寻求社会资本支持,减轻政府负担是弥补现有缺口的重要措施.如何引导北京市养老机构正确应用PPP模式成为新的难题.基于北京市现状,运用SWOT分析法对PPP模式应用于北京市养老机构建设运营的影响因素进行分析,并采用AHP方法对影响因素进行定性与定量分析.基于分析得到的重要影响因素,分别提出政府方与社会资本方的发展策略.
The overall construction of pension institutions in Beijing lags behind the growth of demand.Seeking social capital support and reducing government burden are important measures to fill the existing gap.How to guide pension institutions in Beijing to correctly apply PPP model has become a new problem.Based on the current situation of Beijing,the SWOT analysis method is used to analyze the influencing factors of PPP model applied to the construction and operation of pension institutions in Beijing,and the AHP method is applied to make qualitative and quantitative analysis of the influencing factors.Based on the important influencing factors,the development strategies for the government and social capital respectively are put forward in the paper.
