欧盟残疾政策的内在约束、外部动力及启示

The Internal Constraints,Exterior Impetus and Inspiration of European Disability Policy

基于对20世纪70年代以来欧盟残疾政策发展进程的考察,分析论述欧盟残疾政策的构成要素、欧盟扩大化和国际残疾政策运动对欧盟残疾政策的影响。研究表明,对于以权利为基础的欧盟残疾政策模式而言,欧盟扩大化与辅助性原则成为其政策执行方面的内在约束,联合国及其残疾政策规则成为其最重要的外部推动力。中国应学习借鉴其有益经验,从明确权利保障理念、关注国情多样性和积极参与国际合作交流等方面推进残疾人保障体系建设。

Based on development history of European disability policy since 1970 s,this paper analyses EU disability policy components,the effect of EU enlargement and global disability policy movement on EU disability policy. It finds that as for rights-based EU disability policy model,EU enlargement and subsidiarity principle are the internal constraints for policy implementation. In addition,UN and its disability policy rule are the most important Exterior impetus of European Disability Policy. By learning its good experiences,China should pay attention to rights-based security value,diverse national conditions and active global cooperation to promote social security system for the disabled.
