Development Model and Path Selection on Sports Power Construction in New Era

新时代体育强国建设是一个不断改革、不断积聚能量,从不均衡发展到和谐发展的建构过程。在这一过程中,需要优化内部结构、转变发展理念、转换发展方式、形成新的发展机制、汇聚新的发展动力,以化解体育强国建设所面临的内外部问题,也即需要在认识国家与社会关系的基础上,重视国家需求和社会需求的均衡与和谐,重视社会主体的需要和个体发展需要,重视竞技体育、群众体育和体育产业的发展规律,实现体育强国目标下国家主体与社会主体在体育利益上的契合,以及体育内部竞技体育、群众体育和体育产业的和谐发展。以此为重点,从模式与路径的视角,从体育法规体系建设与体育治理发展,体育发展理念转变与体育均衡发展,政府体育职能转变与体育管理模式创新发展,体育社会组织建设与体育可持续发展等方面,思考和讨论加快推进新时代体育强国建设中的问题。

The construction of sports power is a process from imbalanced development to harmonious development with continuous reform and energy accumulation in the new era.In this process,it needs to resolve the internal and external problems by optimizing the internal structure,changing the developing concept and developing patterns,and forming a new developing mechanism with new driving force system.And also it needs to understand the relationship between state and society,stress the balance and harmony of national and societal needs,value the needs of social bodies and the need of'people oriented'individual development,respect the developing law of elite sports,mass sports and sports industry,create harmony of interests between the nation and social bodies,and achieve harmonious development of elite sports,mass sports and sports industry on the basis of properly understanding of the state-society relationship.Based on these,from the perspective of model and path,this paper considers and discusses the problems in speeding up the construction of a sports power in the new era in terms of several aspects,including construction of sports laws and regulations system,the development of sports governance,the transformation of sports development concept and the balanced development of sports,the transformation of government sports functions and the innovation and development of sports management mode,the construction of sports social organizations and the sustainable development of sports.
