政治博弈下世界反兴奋剂机构公信力的流失与重塑

世界反兴奋剂机构自成立以来一直都是反兴奋剂事业的中流砥柱。其机构的独立性和检测的科学性使其备受社会各界的信赖。但当今国际政治局势波云诡谲,在冷战思维和政治利益驱使下,强权国家对世界反兴奋剂机构进行操纵,引发社会各界对其在处理各国兴奋剂问题存在'双重标准'的质疑。面对这一现状,从世界反兴奋剂机构公信力存在流失危机的原因入手,提出了加快世界反兴奋剂机构'去政治化'进程,保证其独立性不受侵害;统一和规范治疗用药豁免权标准,保障运动员合法权利;确保检测全程'干净',完善兴奋剂监测体系等方法重塑其公信力。同时,明确中国应采取积极态度和多种方式参与并维护世界反兴奋剂工作的有序进行,这对于反兴奋剂事业的持续推进和竞技体育的良性健康发展都有着至关重要的作用。

Since its establishment,the World Anti-Doping Agency(WADA)has been the mainstay of the anti-doping cause.The independence of its organization and the scientific nature of its testing make it highly trusted by all sectors of society.But nowadays,the international political situation is very complicated.Driven by the Cold War mentality and political interests,the powerful countries manipulate the WADA,which arouses doubts about the existence of'double standards'in dealing with doping problems in various countries.Faced with this situation,starting with the reasons for the loss of credibility of WADA,this paper proposes to speed up the process of'de-politicization'of the WADA to ensure its independence from infringement,to unify and standardize the standards of exemption from medication for treatment,to guarantee the legitimate rights of athletes,to ensure that the whole process of testing is'clean',and to improve the doping monitoring system,and so on.At the same time,it is clear that China should take a positive attitude and take various ways to participate in and maintain the orderly progress of anti-doping work in the world,which plays a vital role in the sustainable development of anti-doping cause and the healthy development of competitive sports.
