摘要
随着国有企业改革的深入,国有企业中存在的一些深层次矛盾和问题也集中暴露出来。纵观国有企业改革二十多年的历史,影响国有企业成为社会主义市场经济主体的原因是多方面的,但笔者认为,影响国有企业扭亏增盈、尽快成为市场主体的重要因素是缺乏一支职业化的、高素质的企业家队伍。目前,国有企业三年脱困的目标已经实现,如何既有效地调动国有企业管理者的积极性,又能对其行为进行必要监督,提高企业家综合素质,建立职业化企业家队伍已成为国企改革中刻不容缓需要解决的问题。
With the further development of the State-Owned enterprises’reform,the deeply existing problems and contradictions come out.Tracing back to 20 years of the reform,we can see many factors contribute to preventing them from becoming the main body of the socialist market system.In my opinion the main factor that obstructs them from making profit and becoming the market main body is lack of a team of professional competitive enterprisers.At present,the aim to get rid of difficulties in three years will be achieved in the near future.The urgent problem is how to arouse enterpriser’s initiative and supervise their behavior and improve their quality and build up a team of professional enterprisers.
