摘要
BOT是国际上广泛采用的投融资建设方式 ,随着我国“十五”期间基础设施和公共设施建设规模的扩大 ,BOT方式将在我国更广泛使用 ,BOT方式的特许权及相关问题亟待理论研究。讨论了特许权内涵及特许权时限的确定依据 ,为今后BOT实践提供理论参考。
