On Classification,Selection and Evaluation of Innovation Policy Instruments

本文在评述国内外创新政策工具研究的基础上,从政府介入强度视角分析了创新政策工具的主要分类和选择方法、效应评价及其发展趋势。研究结果表明:创新政策研究的理论比较丰富,但政策工具的选择、设计理论框架有待梳理和整合;创新政策工具研究的主题较为分散,政策工具与政策主体、政策环境的适配性研究应成为未来研究的努力方向。

Based on foreign literature review, the paper studied the main classification methods, selection methods, effectiveness a- nalysis and development trends of innovation policy instruments from the perspective of government intervention level. Research results show that： Theories applied in innovation policy are rich, but lack of theoretical framework for innovation policy instruments ; The themes of innovation policy instruments remain relatively scattered, and the suitability of policy environment as well as multiple levels of subiects involved in policy instrument design should be further researched.
