贫困地区中小企业创新发展的特征与需求研究——以秦巴山区连片特困地区为例

Innovation Characteristics and Demand of the Poverty-Stricken Areas' Small and Medium-Sized Enterprises——Based on Qinba Continuous Destitute Areas' Survey Research

通过对秦巴山区连片特困区326家中小企业的数据分析,发现:贫困地区中小企业的创新发展意愿强烈,但受信息、资本、技术等现代生产要素制约创新能力不足;贫困地区中小企业创新发展主要是生产导向,市场营销、现代企业管理等环节创新重视不足;贫困地区中小企业在创新发展中过分倚重于政府的支持,创新公共服务体系不完善。在此基础上,提出应进一步加大政策支持、培育贫困地区中小企业创新发展中的市场理念和注重贫困地区产业融合发展等三点政策建议。

Based on Qinba continuous destitute areas 326 small and medium-sized enterprises＇ survey research, we found the willing- ness of small and medium-sized enterprises in poor areas is strong, but its innovation development ability is poor which restricted by modern production factors such as information, capital and technology. Its innovation and development are mainly production oriented, but they don＇t have insufficient attention on the marketing, modern enterprise management and other aspects. The poverty-stricken areas＇ small and medium-sized enterprises innovation development rely heavily on the support from the government, and their area＇s innovative public service system is not perfect. On this basis, we put forward three proposals： further strengthening policy support, cultivating the poverty-stricken areas＇ small and medium-sized enterprises＇ market concept and focusing on the development of poor areas of industrial integration and development.
