美国“重返”拉美战略评析

A Review on the U.S.' Strategy of Returning to Latin America

近期,美国开启与古巴关系正常化的进程。缓和或修复同拉美其他国家关系等举措,是奥巴马政府"巧实力"战略在拉美地区的具体实践。由于对古巴采取贸易禁运等经济封锁的"硬实力"政策失效,并在对拉美采取忽视政策却反遭该地区"去美国化"的孤立后,美国开始加速调整对拉战略,意在通过对软硬实力的重新配比而"重返"拉美。尽管美国在形式上和行动上都做了充分的准备,但在此过程中还有很多障碍和不确定性,而美国在拉美继续推行的人权和民主战略也不会一帆风顺。

Recently,the United States has been making the efforts to normalize the relations with Cuba,and easing or repairing the relations with other Latin American countries. This is the implementation of＂smart power＂strategy of Obama＇s administration in the region because the U. S.＇＂hard power＂policy such as trade embargo on Cuba wasn＇t successful in the passing five decades while it was isolated by Latin American countries for its ignoring policies to the region. Although the United States began to accelerate to adjust its Latin American polices and intended to return to the region,there are still many obstacles and uncertainties in the process,and it is not easy for the U. S. to implement the human rights and democracy strategy in Latin America.
