摘要
随着我国社会经济事业的发展,我国城市化进程越来越快。十八届三中全会提出"建设新型城镇化"之后,针对我国城市普遍存在水资源短缺、水质恶化、城市洪涝灾害频发等状况,我国政府创造性的提出了"海绵城市"构想,逐渐成为解决城市水和生态问题的综合性理念。笔者阐述了海绵城市的概念和特征,浅析了海绵城市对城市环境的作用,并且以哈尔滨群力雨洪公园、武夷新区等为例,阐明了构建"海绵城市"对现代城市的意义。
Along with the development of social economy in our country, the urbanization process is becoming rapid more and more. Since the concept of ＂building new urbanization＂ was proposed at the Third Plenary Session of the 18th Central Committee of the CPC, in face of problems, such as water shortage, water quality deterioration, frequent floods and other cities, the government put forward ＂sponge city＂ , and gradually it become an integrated concept for solving water and ecological problems in urban area. The article expounds the concept and features of sponge city, and analyzes effect of the sponge city on urban environment. It also expounds the significance of establishing ＂sponge city＂ on the modern city, by taking Harbin Qunli Stormwater Park, Wuyi New District as examples.
