简述了土木工程发展中"术"和"道"的关系,分析了《土木工程学报》的特点,提出《土木工程学报》既要论术,也要论道。

This article emphasizes the fundamental importance of both Shu（ tactics） and Dao（ strategy） in civil engineering,and proposes that the Chinese Journal of Civil Engineering should accommodate publications concerning not only Shu but also Dao to healthily guide the advancement and development of civil engineering in China.
