摘要
为深入探讨江苏省创新驱动战略的落实情况,选取"十二五"期间江苏省十三个省辖市的科技创新效率作为研究对象,建立一个基于投入产出角度的评价体系,采用DEA—Malmquist方法纵向与横向对比各市的科技创新综合效率、纯技术效率和规模效率,以评价其投入要素规模与配置是否有效。得出结论:江苏省内各市科技创新效率在"十二五"期间维持上升态势,但各市表现不均衡,苏北地区相对落后;规模限制是创新效率提升的瓶颈;部分城市投入要素的配置与利用效率需要进一步优化。
In order to investigate the implementation of the innovation-driven strategy of Jiangsu Province,this article selects technological innovation efficiency of thirteen provincial cities in Jiangsu Province as the research object,and analyzes the overall efficiency of innovation municipalities,pure technical efficiency and scale efficiency of those cities based on DEA-Malmquist method,furthermore,to determine whether the scale of resources and configuration is valid.The results show:technological innovation efficiency of Jiangsu municipalities maintained an upward trend during the twelfth five-year period,but the performance of municipalities is not balanced,relatively backward northern Jiangsu;size limitation is the bottleneck of innovation efficiency;some cities require further optimize the allocation of resources innovation.
