依法治国视域下基层治理的区域实践与发展研究——基于宁波市北仑区的调研

Study on the Regional Practice and Development of Local Governance in the Perspective of Rule of Law—— Based on the Investigation of Ningbo Beilun, Zhejiang

基层治理法治化的有序推进,直接关系到整个国家的法治化进程,也关系到国家治理体系和治理能力现代化的实现。为此,立足区域实际开展法治实践,是当前各地基层治理的必然选择。宁波市北仑区运用法治思维和法治方式创新基层治理法治建设,全面落实"实质法治",改进创新"程序法治",以坚持党的领导,促进科学立法,健全体制机制,推进司法实践,强化法治思维,培养法治信仰等实践,推进了基层治理法治化的进程。

Rule of law is the cornerstone of grassroots social governance. The orderly development of rule of law in the grass-roots social governance is directly related to the whole country＇ s legalization, and it is also related to the realization of modernization of national governance system and governance capacity. To this end, to carry out legal practice according to the regional actual situation is the inevitable choice for grassroots social governance. Taking Beilun as an example as well as in accordance with the relevant theories of grassroots social governance in the perspective of rule of law, this paper analyzes the useful experience of how Beilun district applies rule of law, and puts forward some suggestions to improve the level of rule by law in grassroots social governance.
