摘要
随着改革开放的深入发展,我国义务教育学校教师工资制度不断变革,工资总体水平处于一个逐步上升的趋势,教师工资等级的评定制度逐步从以个人德、才、资为主转换到以教师专业发展、教师质量和教学业绩与质量为主,使得工资水平和结构既体现教师自身的素质与能力,又反映他们的教学业绩与质量,绩效工资政策强化了工资与教学业绩的相关性。为确保岗位绩效工资制度的有效实施,增加教师职业的吸引力,需要从制度源头依法切实提高教师工资水平标准,完善中央与地方经费分担机制,补足补齐教师津补贴项目,增加绩效工资的水平和力度,赋予学校更多自主权。
With the in-depth reform and opening up in China,the compulsory salary system of school teachers' has been continuously changed and the overall level of wages is in a gradual upward trend.The determinants of teachers' salaries are changed mainly from personal morality,talent,human capital to teachers' professional development,teacher quality and teaching performance.Thereafter,the teachers' salary system can reflect the ability and teaching performance of teachers.To ensure the effective implementation of performance pay system,and promote the attraction of the teaching profession,it is suggested that the governments at all levels should raise the standard of teachers' salaries from the original system,improve the sharing mechanism between central and local government funding,complement teachers' allowances and subsidies,increase the level of performance pay and endow more autonomy with schools.
