摘要
针对由管制系统人为因素导致的空管不安全事件不断增多的现状,运用HFACS理论从不安全行为、不安全行为的前提、监督和组织4个层次,结合管制系统特点,全面地辨识出了显性和隐性风险。引入逼近理想解法,以风险发生的概率、监测难度、控制措施和后果严重程度作为评价指标,对辨识出来的风险因素进行排序。最后以某管制局为例,对识别出的人为因素风险按照风险大小进行了排序,验证了方法的合理性、有效性、可行性。
As the ATC unsafe events increasing caused by human factors in the present control system,the paper uses the theory of HFACS,from the unsafe behavior,unsafe behaviors,the organization and supervision of four levels; combined with the characteristics of control system,identify the explicit and implicit risks comprehensively; Introducing the TOPSIS method,uses the probability of risk occurrence,monitor difficult,control measures and severity of consequences as the evaluation index,to sort out the identification of risk factors; Finally taking a control board as an example,sorts the risk factors identified in accordance with the size of the risk,verifis the rationality,validity,feasibility of the method.
