摘要
机场管制系统的安全运行需要进行风险管理,风险管理包括风险识别、风险评估和风险控制等关键环节,风险识别是首要环节,同时也需要对风险源进行重要程度排序。从运行过程角度出发,结合SHEL模型以及进近管制系统的影响构建出风险源集合。在考虑评价指标客观性和数据收集的便捷程度方面对LEC法在评价方面进行改进,结合中介真值程度度量理论给出风险源排序模型。算例分析验证了模型的合理性和可行性。
Safe operation of the airport ATC( Air Traffic Control) system needs to be risk management,which including risk identification,risk assessment and risk control. Risk identification is the most important part,also need to be an important source of risk ranking. With the process approach,SHEL model,approach ATC system to build a risk collection. Improved LEC in considering the extent of the data collection and convenient method,with measure of medium truth degree of the risk ranking model be given.In the example,the feasibility and effectiveness of this method are verified.
