湖南县域学前教育财政经费配置的现状与对策

Status of Pre-school Educational Financial Funds Disposition in Counties of Hunan Province and Countermeasures

采用调查实证方法对2008-2012年间湖南县域学前教育财政经费配置现状进行研究,结果发现:经费投入上,投入总量及人均值均在逐步增长但地区差异明显;经费来源上,财政投入量明显不足,家长缴费与幼儿园自筹是其主要来源,且经费来源地区差异、公办与民办幼儿园差异显著。由此提出湖南县域学前教育财政经费合理配置的对策:制定与完善相关政策法规体系;加大财政经费投入力度;促进经费投入来源多元化;提升经费投入的公平性。

Research on the pre-school educational financial funds disposition in the counties of Hunan province from 2008 to 2012 finds that： total funding and average per person inputs of the preschool education funds were gradually increased; on the sources of funds, parents＇ pay and kindergartens＇ self-financing are the main sources of preschool education funds at this stage; there was obvious difference between urban and rural areas, public kindergartens and private kindergartens had significant differences in sources of funds. The following countermeasures are put forward： to pay attention to the formulation of relevant policies; to increase the financial expenditure of funds; to enhance scientific management; to promote diversification of funding sources; to improve fairness of funds.
