湖南县域学前教育财政经费配置的现状与对策 被引量:1

摘要 采用调查实证方法对2008-2012年间湖南县域学前教育财政经费配置现状进行研究,结果发现:经费投入上,投入总量及人均值均在逐步增长但地区差异明显;经费来源上,财政投入量明显不足,家长缴费与幼儿园自筹是其主要来源,且经费来源地区差异、公办与民办幼儿园差异显著。由此提出湖南县域学前教育财政经费合理配置的对策:制定与完善相关政策法规体系;加大财政经费投入力度;促进经费投入来源多元化;提升经费投入的公平性。 Research on the pre-school educational financial funds disposition in the counties of Hunan province from 2008 to 2012 finds that: total funding and average per person inputs of the preschool education funds were gradually increased; on the sources of funds, parents' pay and kindergartens' self-financing are the main sources of preschool education funds at this stage; there was obvious difference between urban and rural areas, public kindergartens and private kindergartens had significant differences in sources of funds. The following countermeasures are put forward: to pay attention to the formulation of relevant policies; to increase the financial expenditure of funds; to enhance scientific management; to promote diversification of funding sources; to improve fairness of funds.
