摘要
欧盟流动儿童教育政策先后经历了三个阶段,其中第一阶段主要表现为被动同化取向的政策,第二阶段主要表现为被动整合取向的政策,第三阶段主要表现为多元文化基础上的融合政策。在积极融合取向、非政府组织的参与、政府功能的定位、多元文化等几个方面,欧盟解决流动儿童教育的经验值得我国参考和借鉴。
The EU education policy for migrant children has experienced three stages. The first stage is mainly a passive assimilation orientation policy; the second stage is a passive integration policy; and the third stage is mainly a fusion policy based on multiculturalism. There are several aspects of experience worthy of reference in the problem of the education of migrant children,such as the active fusion orientation,the participation of NGOs,the setting of government function and multiculturalism.
