海南经济特区海岸带土地利用空间的功能分区及利用对策

Spatial Function Division of Coastal Land Utilization and Its Utilization Strategy in Hainan Special Economic Zone

为海岸带土地利用总体规划及生态环境保护提供科学依据,以海南经济特区海岸带为例,分析海岸带自然地理背景、经济社会发展状况及土地利用现状的区域差异,科学评判海岸带不同区域的功能分异,基于GIS平台构建资源环境承载力、经济开发密度和未来发展潜力等指标体系,综合划定海岸带土地利用空间功能分区。结果表明:海南经济特区海岸带划分为优化利用区、重点开发区、资源储备区、资源保护区和生态保育区5类。同时提出不同功能区土地利用与规划引导的对策。

The spatial function districts of coastal land utilization in Hainan Special Economic Zone are comprehensively divided by analyzing district differences in coastal natural geographical background,economic and social development status and present land utilization situation and scientifically judging function differentiation of different coastal districts by means of the index system of resource environmental bearing capacity,economic development density and future development potential based on GIS platform to provide the scientific basis for overall planning and ecological environmental protection of coastal land utilization.Results：The coastal zone of Hainan Special Economic Zone can be divided into optimal utilization district,key development district,resource reserve district,resource protection district and ecological conservation district.The countermeasures for land utilization and planning guidance of different function districts are proposed in the paper at the same time.
