摘要
文章针对研发项目评价过程中使用的定性指标的模糊性和难以量化的特点,采用语义不确定性等级对初始评价进行描述,融入PROMETHEE法将决策者的偏好考虑到评价过程中。首先使用语义不确定性等级对评价指标权重以及项目属性值进行评价并转化为梯形模糊数;然后将梯形模糊数转化为符号距离,并确定评价指标的多种偏好函数及参数数值,通过PROMETHEE法得出每个项目关于其他项目的优先程度,得到最终的项目排名;最后以一个企业的研发项目评价过程作为算例说明算法的有效性。
In view of fuzziness and difficulty to quantify the qualitative criteria used in the R&D project evaluation process, the initial evaluation was described by semantic uncertainty level and the PROMETHEE method was used to take into account the preferences of decision makers in the evaluation process. Firstly, the criteria weights and projects attribute values were described by semantic un- certainty level and transformed into trapezoidal fuzzy numbers. Then the trapezoidal fuzzy numbers were transformed into signed distance and the preference function and parameter values of criteria were determined. The PROMETHEE method was applied to acquiring the priority of project in comparison with other projects and getting the final project tion process of an enterprise was presented to illustrate ranking, An example of R&D project evaluathe effectiveness of the algorithm.
