政府执行力是政府在贯彻执行法律法规、制度纪律、政策决策和组织战略中实现目标与完成任务的实际程度,是一项涉及到执行主体、执行对象和执行环境的综合性内容。从行政生态学的视角研究政府执行力就是要剖析政府执行力的环境层面因素,发现其中存在的弱化政府执行力的内容,如官本位思想、形式主义、懒政、缺乏创新等,并开展有针对性的对策研究,才能妥善解决由于行政生态环境不利造成的政府执行力弱化问题。

Government executive capability reveals the actual degree of execution of a level of government in following the laws, regulations, policies, decisions and strategies in order to achieve certain objectives or missions.Its content covers comprehensively the executing subjects, receiving objects and concerned environment.From the perspective of administrative ecology, to study Government executive capability is to analyze the environmental factors upon executive capability, to find the factors weakening governmental executive capabilities, like mandarinat thinking, formalism, sloth administration and lack of innovation, and accordingly research for countermeasures.Only through this path, we can properly deal with the problem of weakening government executive capability under the present adverse administrative ecological environment.
