十三世达赖喇嘛在什么样的背景下,产生了派遣留学生到西方学习的想法;他推行的新政措施的重要内容之一,派遣留学生一事,又是怎么实施的;最终怎么选定或产生这四位赴英留学生的;他们又是什么时候离开西藏启程去英国等问题,说法各异,与史实有一定的出入。文章以藏文、汉文和英文资料为依据,结合人物访谈资料,对十三世达赖喇嘛时期西藏赴英留学生的选定和启程等方面,提出了自己的观点。

The questions like： what was the social background when the 13th Dalai Lama came up the idea of sending Tibetan students studying in the West？ Was it one of the important components of his new deal？ How was it undertaken？ How eventually were the four candidates selected studying in Britain？ When did they leave Tibet for Britain？ and so on and so forth, have different answers, which have some discrepancies with the histori- cal facts. This article provides the author＇ s own view of the historical event by referring to the Tibetan and Chi- nese, and English documents and literatures combined with some interview data.
