The political power of ethnic minority is the inevitable outcome of economical and cultural development of ethnic minorities. Its formation has many factors. The nature of ethnic minorities' political power is different, because of times and the relationships with the Centeral Plains' dynastiesand continual changes.The general trend is that the connec-tions with the Central Plains dynasties is becoming more and more inseparable and changing from political power of inde-pendence via that of alliance to that of vassal state.
