基于控制性详细规划层面下的地下空间规划编制刍议

Underground Space Planning Compilation Based on the Regulatory Detailed Planning

在城市经济快速发展和城镇化进程日益加快的背景下，我国一些城市尤其是特大城市都不同程度地出现了土地资源紧缺、道路交通拥挤、基础设施落后、环境恶化等方面的城市问题。城市地下空间资源的战略性地位日益得到重视。因此，在当前城市地下空间开发利用的背景下，研究地下空间控制性详细规划的作用显得尤其重要。文章试图结合城市控制性详细规划编制过程，以规划控制与引导为介入点展开研究。从城市控制性详细规划的理论和实际出发，提出了地下空间控制性详细规划应包括土地使用和容量、建筑建造、设施配套、地下空间设计引导、开发管理等五个方面的内容，并对其包含内容及预测方法进行了研究，力求能为城市地下空间控制性详细规划编制体系的完善提供研究支撑。

Under the background of rapid development of urban economy and urbanization, some cities, especially the megacities in our country have different degrees of urban problems such as land resources shortage, traffic congestion, poor infrastructure, and environmental deterioration. The strategic position of the urban underground space resources gains increasingly importance. Therefore, under the current background of underground space utilization, the study of the role of underground space regulatory detailed planning is particularly important. This paper attempts to study the process of regulatory detailed planning from the points of planning control and guide. Based on the theory and practice of urban regulatory detailed planning, it proposes that the regulatory planning should include five aspects such as land use and the underground space capacity, building construction, supporting facilities, underground space design, and management. The contents and prediction methods of the above mentioned aspects are also studied to provide research supports to the improvement of the regulatory detailed planning system.
