《GB13000.1字符集汉字部首归部规范》规定的根据汉字字形来确定部首的归部原则比较符合汉字使用的现实需要,其归部规则也具有较强的可操作性,但该规范规定的汉字部首归部规则以及有些汉字的归部尚未考虑到汉字的历史发展规律,严重破坏了汉字的构形系统和表意功能,有待改进。
