On Policy Compliance of the Target Groups in the Process of Public-policy Enforcement

政策执行过程中,目标群体的政策遵从直接影响公共政策的执行效能,而目标群体的政策遵从度高低取决于政策文本的合理性理解、政治社会化过程、传统观念行为及习惯、遵从成本计算、政策环境的变化等要素。这些要素对提升目标群体的政策遵从度具有重要影响,但有时却会对目标群体的政策遵从产生阻滞。为了使目标群体政策遵从的影响要素发挥积极的作用,需要从程序正义的角度出发,规范目标群体的政策参与流程;从遵从动机的角度出发,强化目标群体的公共理性建构;从执行环境的角度出发,营造目标群体的遵从文化。

In the process of policy imptem entation, policy compliance of the target group directly influences the enforcement effectiveness of public-policy, while the degree of policy compliance depends on proper under- standing of the policy text, the political socialization course, traditional concepts and behaviors, compliance of cost calculation and change of policy environment. These influential elements sometimes enhance the degree of policy compliance, and sometimes hinder the policy compliance of target group. In order to facilitate target group to function positively, the policy participation procedure for target group should be regulated from the perspective of procedure justice, public rationality of target group should be reinforced from the perspective of compliance, and the compliance culture should be cultivated from the perspective of policy enforcement envi- ronment.
