四阶段DEA模型在建设效率排序中应用

摘要 近年信息系统网络通信能力建设的评价,大多采用的是分级制的成绩评定方法,未能考虑各单位投入情况。本文在分析现有评价方法的基础上,提出构建四阶段DEA排序模型对参评单位建设效率进行排序。该方法基于DEA有效性评价结果,充分考虑单位建设实际,先分组排序,再通过组间对比,最终得到各单位建设效率的排序结果。 In recent years, the hierarchical evaluation method is widely used to evaluate network conununication capability of information system. However, this method does not consider the investment of all units. By analyzing current evaluation method, this paper proposes to set up the four-stage DEA model to evaluate units' construction efficiencies for sequencing. Based on DEA effictiveness evaluation results and overall consideration on specific situation of unit construction, this method first sorts the efficiencies in group, and then compares them between groups, and obtains the sequencing result of construction efficiencies of all traits.
