Reform of Urban Planning System and Public Participation in Australia

近年来国内屡次出现重大项目选址规划引发的公众抗议活动,这引起学界对我国现有规划体系的反思。为了在规划过程中恰当地引入公众参与机制,西方各国进行了多种改革。本文以澳大利亚新州为例,探讨了西方城市规划体系改革中的公众参与的引入机制及其对我国的启示,认为分类审批是合理发挥社区参与优势的关键。

In recent years, public protests have been repeatedly happened in regard to the site planning of significant projects. These have led to academic reflection on our existing planning system. In order to introduce public participation mechanisms to the planning process in a proper way, the Western countries have already undertaken a variety of reforms. This paper take New South Wales, Australia, for example, discusses the reform on public participation mechanisms in the urban planning system and its implications for China. This paper believed that approval system based on classification is the key for reasonable community participation.
