Based on field survey and literature review, this article explores the historic formation of Bagan and its surrounding Buddhist heritage in Myanmar. The characteristics of its formation can be concluded as below. First, the historic urbanized area is much larger than the existing city walls' delineation. Second, the existing layout basically follows the Theravada Buddhist teachings in "build stupa where the white elephant choose to underlie". Third, with a variety of rhetoric about the historical background of Bagan's formation, research is still lacking for connecting them with the concrete remains.
